Director of Technical Operations, Rural Land Agency
Agro-economist engineer graduated from the National Center for Agronomic Studies of Hot Regions in Montpellier, France (CNEARC) and holder of a Master of Science in Decentralized Development Management (MDD), Mathias KOFFI has strengthened his rich career by carrying out expertise in the development and implementation of rural land policies through several organizations and development agencies, particularly in sub-Saharan Africa. An international consultant, he has mainly worked in Côte d’Ivoire (World Bank, European Union, AFD, GIZ, FAO, WFP, and AKDN-IPS WA), Burkina Faso (European Union, AFD, and AKDN-IPS WA), Mali (European Union, AFD, GIZ, and AKDN-IPS WA), Senegal (AFD, GIZ, and FAO), Benin (AFD and AKDN-IPS WA), and Uganda (GIZ). Since 2018, Mathias KOFFI has held the position of Director of Technical Operations (DOT) at the Rural Land Agency (AFOR) in Côte d’Ivoire. In accordance with the 1998 law relating to rural land matters, the DOT is responsible for implementing integrated rural land tenure security operations through a systematic, inclusive, and digitized approach to recording customary rights, issuing land certificates, signing agricultural contracts, and demarcating village territories across the entire national territory of Ivory Coast.
